On September 26, 2017, the 威尼斯人在线官网 adopted Resolution No. 424-17, which made the Committee on Special Populations a standing 委员会.

On July 16, 2013, the 威尼斯人在线官网 adopted Resolution No. 397-13, which revised the charge for the Committee on Special Populations to 以下几点:

a. 与 the superintendent, the 委员会 may provide initial recommendations based upon in-depth review of issues and instructional programs designed to meet the needs of special populations that require special education services, gifted and talented instruction, alternative programs, 考试服务, and multilingual 支持. b. As the Board reviews student outcomes on the indicators in the strategic plan, the Board may desire the 委员会 to perform a greater in-depth study on specific indicators concerning special populations, including programs that serve those students. In addition, there may be areas affecting special populations that might require additional review. 委员会将 provide the Board with needed capacity to undertake these reviews.

c. 委员会将 meet as necessary.

d. Whenever the 委员会 is assigned a task, the 委员会 will be expected to report back to the Board with its findings for further review and discussion by 全体董事会, as appropriate.

而, Over the past ten years demographic changes in race, 种族, and socioeconomics have reshaped the population of Montgomery County Public 学校 (威尼斯官网在线) from a homogeneous population to one that is rich in diversity; and

而, The 威尼斯人在线官网 has responded to these demographic shifts by working to ensure that the appropriate instructional programs are in place to address the needs of all 威尼斯官网在线 students as reflected in the strategic plan, Our Call to Action: Pursuit of Excellence; and

而, The Board seeks to ensure that resources are sufficiently and efficiently allocated to meet the needs of all 威尼斯官网在线 students; and

而, These needs include areas in special needs populations, for students receiving special education programs, alternative programs, gifted and talented education, English for Speakers of Other Languages (ESOL), and students who need multilingual support in order to be successful in the classroom; and

而, The 特殊教育 Ad Hoc Committee was originally established in 2003 to engage in dialogue with individuals and groups concerned about children with disabilities, to gather input on concerns and issues relating to the delivery of special education services, report to the 威尼斯人在线官网, no later than December 2003, outlining its findings and recommendations for further action; and

而, In the course of the 委员会’s work, it has become apparent that a standing 委员会 is absolutely essential to address the needs of children with disabilities and students of other populations who need appropriate 支持 in order to be successful in the general education environment; now therefore be it

解决, That effective immediately, the Board reconstitutes the 特殊教育 Ad Hoc Committee into a standing 委员会 that shall be named the Committee on Special Populations charged specifically with reviewing issues and instructional programs designed to meet the needs of special populations that require special education services, gifted and talented instruction, alternative programs, 考试服务, and multilingual 支持.
